What's there for an entirely fresh startup in IT sector having no background and experience?

Which problems startups can and should actually work on?

If there's a fresh startup having staff of less than 5-10 people what should startup do now to sustain itself in present and be ready for next level technological changes in IT sector & to grow into a mature business in future.

India is a densely populated country with multitude of problems, especially for basic amenities like water, food, education and health, but yet we do not see large corporates spending enough in CSR, those that are doing thier bit are not able to cover the entire landscape. Can we do something that can change this? More CSR outreach covering larger areas. A Social Reengineering startup?
